NextGov FCW: Uncovering Financial Crimes with OSINT

Modern investigation tools transform fragmented public data into structured intelligence that reveals hidden economic activities.

The digital economy has fundamentally changed how economic activity is conducted—and how governments must investigate it. Today, individuals and businesses can generate income through non-traditional routes such as e-commerce, cryptocurrency, digital marketplaces, short-term rentals, social media and cross- border platforms. They often operate across multiple jurisdictions without a traditional physical presence. These innovations have expanded economic opportunity, but they have also made it easier to obscure ownership, business activity and taxable income.

However, very little of this activity is truly invisible. It often leaves a digital footprint in publicly available sources. The difficulty for government agencies is that those signals are dispersed across thousands of websites, business registries, digital platforms and online communities. It can be difficult to identify and connect the data through traditional investigative methods. As a result, financial crime and tax non-compliance are becoming increasingly digital, distributed and complex, and so are the investigative efforts that seek to uncover them.
